As Mayor of the City of Owen since 2001, Tim has been dedicated to business and economic growth for the Owen and Withee community. He has improved the economic outlook for the community through business attraction and retention, encouraging partnerships within the business community, helping form an afterschool program as well as improving the parks system. The current goal of the city is to grow across Highway 29. The city has purchased land surrounding the overpass, completed the annexation and zoning requirements, formed a Community Development Authority. The city is currently working with the Central Wisconsin Agribusiness Innovation Center Inc. to construct an educational center and business incubator to encourage growth. Tim is also active in many boards and committees promoting development and cooperative efforts between communities.

Tim grew up in a military family. His father retired after serving in WWII, Korea and Viet Nam. The family lived in Missouri through 1979 before moving to Monroe, Wisconsin. Tim served three years in the U.S. Army from 1983-1986 as a Food Service Specialist. He attended the University of Missouri at Columbia studying business. Working many jobs in the restaurant field, Tim realized his dream to run his own business in 1993. He operated the Panther Pit Stop in Juda, Wisconsin from 1993-1998. He purchased the Hometown Café in Monroe in 1995 and operated both restaurants until selling them in 1998. In 1998 Tim and his family moved to Owen WI after purchasing the Blackhawk County Inn. In 2006, the restaurant and banquet facility was sold as well.
