Peggy Helm-Quest works for the Wisconsin Department of Health Services, Division of Public Health as a Program Consultant with the Children and Youth with Special Health Care Needs program, maintaining a statewide lifespan approach on issues that serve individuals with special health care needs under Title V of the Social Security Act – Maternal Child Health Services.  Currently, Peggy is responsible for program contracts to local public health departments and other contracted agencies, and for the Wisconsin Birth Defects Prevention and Surveillance Program.  She provides education, consultation, and best practice technical assistance to programs affecting those with disabilities including those with mental health and autism. 

Peggy grew up in the Fox Valley area of Wisconsin and has worked in Public Health for the majority of her work life starting in Wisconsin, North Carolina, South Carolina and now back in Wisconsin for the past 15 years.  Peggy holds a Bachelor of Science degree in Health Education and Biology; a Masters degree in Education – Counseling; a Masters degree in Health Services Administration; and is a graduate from the UW La Follette Institute – Women in Government program.

Peggy serves on several boards including: Children’s Health Alliance of Wisconsin; Wisconsin Alliance for Infant Mental Health, Children and Youth Mental Health Committee – Wisconsin Council on Mental Health, Wisconsin United for Mental Health; Autism Society of Wisconsin; Hope House of South Central WI; and Merrimac Community Charter School governance council.
